FORMER prime minister John Howard spent the most of all former national leaders on office expenses in the final six months of last year - $115,218.

The latest parliamentary entitlement data showed the late Malcolm Fraser was second in line, spending $93,622.

Kevin Rudd comfortably outspent Julia Gillard, $63,142 to $46,108.
