This will launch the Run window. Within the text field type “cmd” (tend not to add the "") and click on “OK”. When you finally click “OK”, a fresh window is going to show up. In case this approach isn't working, a different technique is to type "cmd" into the Search bar in the Start menu and after that push the Enter button.
