UPDATE: A man has been taken into custody after he threatened to set himself on fire in the foyer of a Margaret St building.

The petrol-soaked man was doused with water from a fire hose before being jumped by police officers in the climax to a tense siege at the Department of Communities' Child Safety Service Centre.

Inspector Mark Wheeler of the Toowoomba police city patrol group said trained negotiators had tried to reason with the irate 41-year-old Toowoomba man in a first floor office foyer.

Staff were quickly evacuated after the man poured a considerable amount of fuel on himself and on the floor about 2pm.

"There was certainly enough for fumes to be emanating through downstairs," Insp. Wheeler said.

"There is no doubting it was a dangerous situation."

A teenage girl, who was sitting in the foyer when the man walked in, said he was shouting angrily at staff.

"I was a bit worried about getting blown up," she said.

The girl said the man had a metal Zippo-style lighter in his hand.

Insp. Wheeler said the man's anger revolved around child custody issues.

He was taken through the rear of the building about 2.50pm and then to Toowoomba Hospital.

Insp. Wheeler praised emergency services for their professional efforts.

"They resolved a very dangerous situation very quickly."

Firefighters, police and ambulance crews are at the scene.

Parts of Margaret St have been shut down. 

Child Safety staff have assembled at the intersection of Margaret and Hume Sts.

A large crowd of onlookers has gathered at the scene.
